The Quality of Existing Homes National Group is a key partner in helping us deliver our business strategy for 2019-22, by leading, informing and influencing our work on existing homes. The group supports us in developing and testing new policy ideas, shaping wider member support, gathering vital market intelligence, informing our responses to government and other key stakeholders, and promoting great quality in the sector.
The group focuses on a number of strategic themes relating to quality, which include:
- Quality in build and maintenance, including repairs.
- Climate change and energy efficiency.
- Design, specification and standards.
- Urban design and place, including our work on regeneration.
- Building safety.
- Tenant engagement and customer service.

Operations Director, Thrive HomesJo has over 30 years’ experience in the housing sector covering all aspects of the business. Her extensive housing and property knowledge has been crucial in driving Thrive forward and transforming the business to achieve its vision for growth.
Responsible for the management of around 5,000 homes, Jo’s role puts her at the heart of frontline services including asset management and customer experience.
Jo is a member of the National Housing Federation Quality of Existing Homes Group (QEHG) with a focus on Strategic Asset Management, Safety and Compliance and Quality of Homes.
Paul Norman
Director of Strategic Asset Management, ClarionPaul has held senior roles at a number of large housing association covering all asset, sustainability, property and compliance areas. Prior to this, Paul worked in the private sector for a number of well-known construction companies which gives him invaluable experience of asset management from the perspective of both the client and contractor.
Rose Bean
Director of Assets and Sustainability, AbriRose Bean is the Director of Asset Management and Regeneration at Abri a large provider in the South and South West of England, with over 15 years' experience within the social housing sector, Rose currently leads on the delivery of Abri's Asset Management Strategy maximising the value derived from a diverse portfolio and delivering low carbon projects. Within her current role Rose leads on Building Safety for the group, overseeing Landlord H&S compliance and implementing required changes in line with the emerging fire safety legislative environment.
She is also a Board member for 1625 Independent People who support 16-25 year olds who are homeless or at risk of homelessness.

Chief Property Officer, Curo GroupJulie was appointed Executive Director of Property Services in 2019, having previously held a number of directorships with Curo since joining in 2006 when the business was called Somer Housing Group. Julie’s prior roles within the Group have included Director of Tenancy Services, Director of Customer Services, Director of Neighbourhood Services and, most recently, Director of Asset Management.
Julie is a career housing professional with over 30 years’ experience in both English and Welsh housing sectors, starting her career as a trainee housing manager in 1988. She brings a proven track record of success in operational, strategic and transformational leadership roles in addition to seven years’ experience of strategic direction-setting and change implementation as a non-executive director of a Bristol community housing provider, United Communities. She currently acts as a governor on the board of Bath College.

Emma is a qualified Architect and Building Surveyor and is currently a Trustee of the Pankhurst Centre in Manchester.
Emma is a previous Chair of the North West Branch of Women in Property and has been on their committee for the last 10 years. She also won Woman of the Year at the 2018 Woman in Housing Awards.

Director of Assets and Sustainability, Yorkshire HousingSteve is Director of Assets and Sustainability at Yorkshire Housing. Overseeing the organisation’s strategic approach to the management of existing homes and navigating a roadmap to net zero, he is also responsible for the organisation’s market rent, leasehold and shared ownership portfolio.
Steve started working in housing in 2007, initially in Finance before migrating over to Housing Management; taking up the role of Asset Manager at Yorkshire Coast Homes in 2012 and latterly Strategic Asset Manager at Beyond Housing in 2019. Steve won the NHF & 24 Housing Young Leader of the Year Award in 2016 and is a long-standing member of the NHF’s Quality of Existing Homes Group.Paul Moat
